SSW or Ikusei Shuro: Which Japan Work Pathway Fits You?
Japan is facing a serious labour shortage due to its ageing population, and has built structured systems to bring in foreign workers. Two of them matter for candidates from Nepal: Specified Skilled Worker (SSW) and Ikusei Shuro. They are not interchangeable.
SSW (Tokutei Ginou) — for candidates ready to pass exams now. SSW is a work residence status introduced in 2019 by the Immigration Services Agency of Japan. It allows legal full-time work in labour-shortage industries, with a salary equal to Japanese workers doing the same job. Residence is renewable up to five years under SSW-1. Family members are not allowed under SSW-1, but are permitted under SSW-2 in limited fields.
To apply you must clear two requirements: a language test — JLPT N4 or above, or JFT-Basic at A2 level — and a skill test in your chosen industry. JLPT N3 or higher meaningfully improves your job options, salary level and interview success. Average salary runs ¥160,000 – ¥250,000 per month, varying by industry and location.
SSW covers a wide range of fields, including nursing care, building cleaning, industrial manufacturing, construction, shipbuilding, automobile maintenance, aviation, accommodation, agriculture, fisheries, food and beverage manufacturing, food service, railway, automobile transportation, forestry and wood industry.
Ikusei Shuro — for candidates who want to be trained into the role. Ikusei Shuro (育成就労制度) is Japan's new workforce development system, expected to replace and improve on the former Technical Intern Training Program (TITP) from 2027. Where TITP was training-focused, temporary and widely criticised, Ikusei Shuro is built around skill development, improved worker protection and a genuine career pathway.
The language expectation is lower at entry: JLPT N5 or higher is recommended, with N4 strongly recommended. Rather than requiring a skill test up front, the system is designed so that workers acquire practical skills while working in Japan — technical job skills, workplace communication, professional work habits, teamwork and an understanding of Japanese work culture.
The career path. Ikusei Shuro is designed to feed into SSW: Ikusei Shuro → SSW-1 → SSW-2 → permanent residency. It is a career development system, not simply job placement, and success depends on your Japanese ability, workplace performance, skill development and adaptation to Japanese society.
So which one? If you can pass a language test and an industry skill test now, and you want to start earning a full salary immediately, SSW is the direct route. If you would rather enter through a structured training system and build skills on the job toward long-term work, Ikusei Shuro is designed for you.
